In Safari I can't expand the page to full screen. All I get is half a screen and when I hit The green + button it only shifts the half page up or down. Help please I'm new to apple.

You click the area at the bottom right with three diagonal stripes and adjust the window size to your liking by dragging.

I wish the "+" button would just maximize the app window.

The "+" button is not "maximize." This isn't Windows, so don't expect it to act like it.

The Mac doesn't have "fullscreen" mode like Windows, except in situations where it is actually desirable - such as in presentations, slideshows, or movie viewing.

The green button's function is "resize the window to best fit its contents"; that is, it will zoom a window so that as much as possible will be visible, without wasting huge amounts of screen space with useless expanses of grey.

Get used to working with layers of windows; it helps a lot with the drag-and-drop ethic which is so basic to Mac use.
