My iBook only has Panther running, but my G5 tower has Tiger (no DVD drive on iBook). I'm doing my dissertation research on my iBook. There is a nifty feature that Preview has under Tiger that allows one to draw big red circles on PDF files, or add your own inline notes onto each file. I really need to be able to do this on my iBook.

Is there a way, short of installed Tiger on my iBook, to get these advanced features?

There isn't a legal way to do it.

I doubt there is a technical way as well.
