Does anybody know how to change tempos on individual tracks without changing the tempo on the whole entire project?

With Garage Band, you're pretty much limited to one tempo for the entire project. If you wanted to have a tempo change somewhere in the middle of a project, you'd have to use Logic or Performer or something.

That said, I don't know if any other software that would do what you're asking: making one track play faster or slower–that is, out of time–with the rest of the piece.

you can change the time signature guide in the editor, and enter notes in there according to the new timing... it's not a very precise way of doing it though ... but probably as close as you'll get with garageband, i know what you mean though been looking for ways to do that for ages!
