I'm using Azureus 2.5.0.4, although the problem persisted when I upgraded to the newest version, so I downgraded back to this version because I like it better.

Anyway, the problem I'm having is this: at one point I had capped my upload speed to 25K, however now it just seems to fluctuate more or less at random. It will lower itself as it sees fit and I often find that it's set itself to something like 2K or even less. If I try changing it to something else, like 40K, it almost immediately reverts back to 25.

Has anyone seen anything like this and/or know of any solutions?
