I have a Pwrbk G4 running Panther (a limiting factor, as I understand..)

Is it possible to make voice calls via AIM/iChat over WiFi, given the right software combination..?

Ideally, what I am looking for is on-the-go back-up basic telephony. Doable?

To my knowledge, you can't make actual phone calls with iChat or AIM (for mac). You could get something like Skype and use a headset with mike (or the built-in mike on your PB).

Vonage offers a "phone-to-go" but I don't believe it works for the mac.
