Is there any way to apply rules to OUTGOING mail in Mail.app? I have two mail accounts, one for work and one for home. I want to have email sent to certain addresses or domains use my work account and everything else use my home account.

It sounds like you want multiple identities with differing reply-to addresses. Mail.app does not support multiple identities, sadly.
