Is there any way to add a userChrome.css setting to change the way Thunderbird displays the date in the message list pane? I want it to use YYYY/MM/DD. I would also like it to use 24-hour time. What code would I have to use to do that?

Well, if the CSS file is a Cascading Style Sheet, it will only allow you to change the appearance of the content it controls, not the date format.

Have you tried looking for a Thunderbird extension to do this?

Is the date format not part of the appearance? There are no extensions to do this.
Could userChrome.js do anything about the date?
