How do I cut an MKV down to size?

(Newbie here. I tried running a search or three, but nothing came up.)

I'm trying to figure out the best way to reduce an .mkv's filesize. I guess my choices would either be to change the video's format, or actually edit out a piece of the video in some program. Problem is, I wouldn't know what format/program to start with. What would be the easiest way to bring it down from 230 MB or so to a trimmer 200 MB?

I don't know of any editing programs that support mkv. FFmpegx may be able to re-encode it but I am not sure if IT even supports mkv yet. Still a pretty bleeding-edge format.
