I have a .gif that I would like to put into a presentation but I would like to extend the amount of time each frame is displayed for since my talk on that frame is going to longer. Is there any application that can extend the amount of time each frame in the gif is going to be displayed for?

What are you using right now? If you don't want to pay, preview will do this, make a slideshow, and then use space to start and stop. iPohto too.
Going more complex, NeoOffice, or open office.
If you want to pay, Keynote or Powerpoint.
