I'm trying to help my dad get his Mac connected to his Exchange email from work. He can use OWA, but would prefer to use a real mail client. His Exchange server is not configured for IMAP, so that pretty much rules out Mail, right? What about Entourage? Does that also use IMAP? What if he can VPN into his office network?

Any help would be appreciated as I don't generally deal with Outlook/Exchange issues.

If you can't use IMAP, then you can't use Mail.app or Entourage (rumors are that Entourage 2008 will change this). Not even Micorosft's clint on the Mac side uses MAPI (the native Exchange Protocol).

Parallels+Outlook will work.

If IMAP or POP isn't turned on, then there is no way to use Mail. Entourage *can* use DAV to access the Exchange email, and DAV is what OWA uses, so that is a workable solution.

If he gets VPN access he should be able to connect via either Mail or Entourage.

You said he can connect via OWA, I know for a fact that Entourage 2004 works by putting this URL in the Server address box. It's how i connect to one of the companies i work for without the need for VPN access.

Not necessarily. Because many Exchange admins don't enable IMAP or POP access to Exchange. They only enable Microsoft's proprietary MAPI support, and DAV support (neither of which Mail can access). Exchange admins usually say this is for security reasons, as if MAPI is more secure than IMAP
