well i watch this web channel called Tom Green Live and its in a smaller window that i would like to keep on the side of my screen while i surf the web.. and yes on windows you can tell a window to stay on top of all others

I don't know of any way... But you could just resize your windows accordingly... thats the whole point of OS X and the "resize" button. Just resize your windows so there's room for the Tom Green window at the side.

But then the video window would block some of the website.... but your preference...

Note, you can scroll and move windows in the background (i.e. without giving them focus) by pressing and holding down the command key while moving the scrollbar or titlebar.

It's news to me that you can make windows stay on top in Windows - how do you do that?

In Windows, it is possible to set a window to be on top of the other windows, but not usually from that window itself. You need another application to set it. I have such an application called ZMover, which can set the layer of a window so that it will be on top if I want it to be on top.
