No. You could use NeoOffice if you wanted. Or if you have roommates, you could also split the cost of one Student & Teacher license between you (since it allows three installs).

Do you already own a copy of Windows?
Office 2007 Ultimate ($60) + Parallels or VMware ($80) is only $140!

I doubt they would own a copy of Windows that hadn't already been registered. The best idea would be to use NeoOffice or some other free program and wait until January 2008, when Office 2008 for Mac comes out. It will be better because it will be able to run on Intel and PowerPC natively, and it will be up to date with the latest Office formats.

I got it for $30 CAD as I work for a company that has a license agreement with Microsoft, and all employees that use Office on their work computers, can buy Office for their home computer at this price. Many people that work for companies don't know about the agreement(including people at my company). The catch is that you have to continue to work for that company for your license to be valid.

I was going to say this too. I got Office Enterprise edition for $20 (for my new iMac when I buy it and install XP). I will be buying Office 2008 in January for the same price once it's released.

Which isn't a problem unless the only copy of Windows he has is Vista for System Builders (AKA Vista OEM).

Software is available much cheaper for students, teachers, etc., called academic pricing.
Google the software you need, add academic pricing, then check the sellers on resellerratings.com if they are OK to buy from.

Go to one of those computer tradeshows they have every now and then at hotels. I found a sealed copy for $10, and according to MS, it's authentic.

If you're a college student, you might be able to get a copy from your University's book store for very little money. When I was faculty at a certain Big 10 school, I was able to buy a full copy of Office 2004 for $24.
But NeoOffice is free and may be sufficient for you.

To restate what has already been said, most colleges have programs to sell education software at drastically reduced prices. I emailed the head of IT at my school and he sent me the link to our software store and Office 2004 was $56. I am waiting until Office 2007 comes out so I can upgrade. Hopefully it will still be in the $56 range.
