To Dos in a Mail account?

What does it mean to store a To Do in a Mail account? I've noticed that you can create To Dos On My Mac or within specific accounts. It makes sense to me that you can do this with Notes since they are really just specially formated email messages, but what does it mean for To Dos?

Well, a ToDo in a Mail account shows up on my iPhone Mail as 'ToDo in Mail' or something like that. It appears as an imap folder. Seems apple has a ways to go to make this whole todo/notes thing sync properly with the iphone. Right now it is a mess.
