With 'Compress PDF' mysteriously missing in Leopard, how do I (preferably without paying for something) get my PDFs down to a reasonable size?
Thank you!

You should be able to recreate that yourself with Automator.

From the PDF actions select either "compress images" or "Quartz Filter" and select the reduce filesize filter in there. Then do File->Save as Plug-In and select the print workflow type.

I didn't actually try it out so you might need to figure out the details yourself.

You can also still reduce the size in Preview.

Open the PDF in Preview, select Save As, select Reduce File Size from the Quartz Filter popup menu.

Is there a valid reason why Apple got rid of this feature in Leopard?

In my opinion it works worse in Tiger than it did in Panther, so maybe that's the reason. Probably just imaging things, but Panther compressed PDFs in a much more legible way.
