What I'm getting is that instead of going to the bottom right of the window and dragging it out to be wider, you can use this to do it for you?

Yes. Safari Stretch is a simple application that you're supposed to bookmark in your bookmarks bar, for easy reach. Clicking it runs a JavaScript command that stretches the window to fit your screen resolution. It works quite well on my iMac's 1440x900 screen resolution, and doesn't cover the dock.

It's not an app actually. That's just a Javascript you can put into your bookmarks bar that makes the browser window as wide as your screen.
