VisualHub is obtainable as an online download.
Until unlocked by a Registration Code, it runs in Trial Mode, limited to 2-minute conversions. This is to give you a quick feel for the program, as well as provide you with a sample of the caliber of quality before you buy.

I've never tried converting VCD, but ffmpegX, or the old iSquint might be able to do the job for free.
