Can you burn a video DVD without iDVD, using disc utility?

iDVD doesn't work, won't even open, but I have to burn video tracks on DVD.
Can you do this using disc utility?
I mean I rendered the clips. They should be in a format, that can be read by DVD players, anyway.

Disk Utility can burn disk images. If you have a DVD-formatted disk image, it can burn that. Otherwise not.

Will iMovie import your tracks, then export to iDVD?

Actually, this was created on iMovie HD. Which works fine, exporting and encoding worked fine.
iDVD just wants to import from a media browser, which I don't have, as I don't use iMovie 08 (single field processing, lesser image quality).
If I had know you can't go back to an older version in iDVD, I'd have tried harder to get my clip into iDVD 08.

These are actor's reels, coming from a digital video cam.
So, it's not a ripped DVD.
It has been edited in iMovie HD, complete with chapter markers.
How can I get these reel files into a disc image.
(As an emergency. I'd prefer to give out DVDs with a menu, and all that).
