May seem like a dumb question so forgive if I am missing the obvious on the old mail it used to be a drop down function in create an new account to add your hotmail account but now it only has POP IMAP and Exchanger so how do you add a hotmail account?

Mail has never been able to support Hotmail accounts without a third-party hack. You must have had something like the httpmail plug-in installed on your old system, but I don't think it has been updated in a while and I'm not sure if it is Leopard compatible.

Edit: I should have just read the page I linked to. The main download is for Leopard so it must still be actively developed. Sorry for the confusion.

Huh. I thought that only worked if you had the "upgraded" hotmail service which includes POP or IMAP. Guess I was wrong.

The opposite - if the upgraded service offers POP or IMAP, you wouldn't need a plug-in as Mail handles those two protocols absolutely fine. It is the proprietary httpmail format that Mail can't handle, hence the plug-in, and that is all you get with the free hotmail account.
