My simple 1 page PDF document works fine with Acrobar Reader and Preview, but when I attach it to an email all the hyperlinks are inactive.

is there a setting that prevents an embeded PDF from having active hyperlinks?

I could be wrong about this but it appears to me that the copy of the PDF that you see embedded in Mail is actually an image linked to the real file. If you control click on parts of it you have the option to Copy Image from the contextual menu. If you double click on it the file opens in your default PDF viewing app and you can use the links normally.
