If I share my iTunes Music folder between users, and user A gives a song a rating of 4 stars, can user B give the song a rating of 3 stars without affecting user A's rating?

Yep... that particular metadata isn't stored in the mp3 (etc.), but rather in the "Library files".
Of course, it depends on how you share the music. [some folks share libraries too,
i.e., the entire ~/Music/iTunes folder... which doesn't achieve the same result.]
