In windows, theres the free paint program, is there anything for mac, that if I have a picture, I can paint/draw some words on to it?

Art Rage (there is a free Starter Edition version which lets you use most of the tools but not all).
ArtRage 2
Edit: fwiw, there is a Windows version too.

Try The Gimp open source program. It's similar to Photoshop and very robust for editing pictures. You can draw or type on them as well. It's also free.
