Is there an app that allows you to input a photo, and will then search the web for similar ones ?

Similar to the GC search within your own Mac.

I think I read somewhere that Google may be doing this in the future..

What is "GC search"?

Anyway, there are such things, but I don't think any of them are very good yet. Detecting visual similarity is a hard thing for a computer, and nobody really seems to have gotten around to doing it well and applying it to every image on the Web.
