How would that work? Isn't Rapidweaver just a primitive HTML creation app? There is a lot more to a forum than just HTML...

Actually, I've seen a plugin called Rapidforum or something like that, but the link to the plugin's down, and I was looking for alternatives. But apparently, it is possible.

I use Rapidweaver and its a great tool to produce websites but creating/managing a forum in rapidweaver is a mistake. While technically it may be done (using the plug in), I'd recommend that there's much better applications out there that will do a much better job

Primitive?
You haven't used Rapidweaver then, its quite a polished product with a huge number of plugins that provide the author with a flexible and powerful web publishing platform.

What other apps do you recommend for that?

I really don't have any recommendations because I've never implemented any.
I know that vBulletin is very popular but it all depends what language you want to have it in. Personally I think php is the way to go but its a personal preference.
check out wikipedia
You could also consider movabletype there stuff is more geared to the social community type of setup but I use their software for my blogs and I like it.

There are no desktop applications that drive a forum. Even with the Rapidweaver plug you still need a host to host the forum that supports whatever middleware language Rapidweaver is using. Forums are driven by web-based apps such as the aforementioned vBulletin and phpBB.

Well, I'd suggest starting with phpBB since it is free/open source. You'll need a working install of PHP, MySQL, and the ability to designate MySQL privileges to phpBB in order to create and manage the database where phpBB's data will be contained. A copy of phpBB can easily be had from their website, and you might find info on how to setup and configure these dependencies there too.
vBulletin also relies on both PHP and MySQL, but it is commercial software, which is why I would suggest starting with phpBB at least to get a feel for the basic install and configuration process for a web application.

If you are looking for a shortcut, I honestly wouldn't bother with a forum at all. What would you do when it gets spam bombed if you crumple when something like this sounds "too hard"?

Who's looking for a shortcut, again? Not me. Saying that something's "hard" (no pun intended) doesn't mean that I'm going to give up on it. There is a "shortcut" method, however: http://ipbfree.com/home/
