iMovie: slow way to make a fancy slideshow?

My brother is making a really long, fancy slideshow for an event. It consists of about 700 photos. He's using iMovie 09 because he wants to add titles and transitions, but he tells me it is running really slowly on his new Macbook Pro. Is this because all of the images are treated as individual clips? Is there a different way he should consider doing this?

Can you add titles to an iPhoto slideshow? I realize you might not have as many transition options but 700 pictures at 5 seconds each is an hour of video. Nothing that a MBP should be choking on, but still a substantial amount.
