So i've compiled a list of files that are misnamed and need to be deleted. I want to simply copy and paste this list into an application, select the target folder and delete all those files.

Is there an easy way to go about this?

Why is it a spreadsheet instead of just a text file? Is there a need for multiple columns?

If you can save the spreadsheet as a text file, then:

cat list_to_delete.txt | xargs rm

in Terminal.app.

how do i get it to target a specific folder?

Put the list in that folder and navigate to that folder in terminal.

Or include the full path (/home/me/foo/garbage/die/die/die/file.pdf) in each line of the text input file.
