Seeking to find native Mac OS and/or native OS X ICL-Icon Extractors (PPC and UB)...

Note: My intention originally was in part to look at a large number of Windows ICL-icon files of "Classic" Mac OS icons and OS X icons, to see how well some of the Windows created images of Mac icons looked when compared to the Mac and OS originals, but I ran into not being able to view the ICL-icon files I downloaded on my 604e CPU machines running Mac OS 8.6 and Mac OS 9.1, nor on my G3 CPU and G4 CPU machines running Mac OS 9..2.2 and OS X builds (I don't own any Intel/Windows machines, only PPC Macs).

I also haven't been able to find out what the older Macintosh icon formats (IC?) and what .xxx file extension names are for Macintosh Operating System 6.x.x, Macintosh Operating System 7.x.x, Mac OS 8.x, and Mac OS 9.x.x icons listed anywhere, including for when such files are examined under non-Mac OS and non-OS X operating systems, only that "ICN" is listed as the default icon format for OS X, with .icn being the file extension name...

There are few software tools for "Classic" Mac OS and for OS X builds for extracting / converting Windows ICO-icon files into "Classic" Mac OS and OS X icons, and there are still NO "Classic" Mac OS or OS X tools for converting Windows ICL-icon files into "Classic" Mac OS and OS X icons, that I can find anywhere.

Has anyone written an ICL-Icon Extractor for Apple Mac OS 8.6 through Mac OS 9.2.2?

Has anyone written an ICL-Icon Extractor for Apple OS X 10.1.5 "Puma" through OS X 10.4.11 "Tiger" (and/or up through OS X 10.5.8 "Leopard")?

Note: I've gotten Windows users posting suggestions like "use Axialis Icon Workshop for Windows 2000 and up", which is not at all on topic for what I am seeking, which is native Mac OS 8.6 - Mac OS 9.2.2 ICL-Icon Extractor utilities (i.e. that run when booted under Mac OS 8.6 - Mac OS 9.2.2), and native OS X ICL-Icon Extractor utilities (i.e. that run when booted under OS X builds).
