I have an old game that i use to play using OS 9. I want to load it up, but i don't have the classic environment on my new intel machine. Are there any simulators out there that would allow me to open it?

Alternatively, if the OS 9 game has a Windows or even a DOS version that you can find, you can run it inside a Windows emulator oh which there are many. Games from the early nineties often ran in DOS. Such games can be run in Boxer, a port of the Windows app DOSBOX.

GOG.com sells many older DOS/Windows games cheaply.
The low-end Mac Pro is the most overpriced Mac since the IIvx

to run SheepSaver, do i need to install OS 9 into that virtual environment? or will SheepSaver just be able to open the old games? Sometimes with the virtual environments, you have to install the OS too.

NOTE: SheepSaver is a really old website/program in some sort of binary code. can't even figure out how to download it. is there anything else out there other than SheepSaver?
