I have several .mts files that I made with my Canon HFX21. I archived them to my HD. Now I want to use them in Final Cut Express, but FCE does not recognized them. Are there any means to convert them so that I can use them?

I'd try Handbrake first.
It's free: HandBrake

If that doesn't work…
Searching the App Store for mts shows up iVI:

iMovie has a similar limitation, it can only read MTS from cameras/cards, not from just files sitting on disk.

You could go the HandBrake route with keyint=1 and absurdly high quality setting but it's not the "right" way to do it.
