Is there a way to send an email WITHOUT that email address being added to the 'Previous Recipients' window list?

Not that I know of but you can always delete it from Previous Recipients after sending. Not all that effective you plan to send to the address repeatedly, I suppose. Turning off auto-complete addresses in your Mail prefs might do something, though.
