Safari Preferences / privacy settings missing

Rarely have issues, but this morning has been weird.

Seems to have started with Panic Attack total freeze then restart.
I grabbed shot with camera.

I was at Toucharcade reviewing iPad games during Youtube review.
Then performed Disc Utility permission repair & restart again.

Went to Safari Preferences, and made Privacy settings to basically block all.
Mostly to experiment with the settings.

Went to log into Apple Support, no matter what is tried, the site simply refreshes back to sign in.
No Acknowledgement that attempt was right or wrong.

Going back to reset privacy settings, that block is blank. Weird.
I have saved screen shot of it.

Then explored settings in System Preferences, and noticed Firewall
was disabled.
Would of been nice to know this warning on restart any time.

Not sure if setting Firewall back on has now disabled privacy settings.
I don't recall actions this weird in 5 years.

This is Safari Preferences Privacy Setting, now blank.
This is a pain, being main sites but this one use to verify your machine to be able to log in.

I think I've seen this somewhere before, but I can't recall when. In any case, I'd try reinstalling Safari.

P.S. I think you mean a "kernel panic", not a "panic attack."
