You should be able to go to the preference (command+K) and change the measurement of the horizontal and vertical rulers. This should change all measurements to use inches, mm, whatever. If this is what you did, and are still having problems, a quick fix is just to type in the size, ie 8.5 and put "in" after it. I'll look and see if I can duplicate your problem.
