is there a plugin for illustrator that will make an image look cartoonish/animated, like an animation cell, you know not moving, but look like an illustrated picture?

Actually, there's a vitamin you can take on how to draw cartoons. JK

No, you likely are looking for something like posterizing your work. There really is NO plugin that will do it from a photo really well. Most of those I've seen are pretty rough.

Look at graphic apps that 'trace' from an image.

Silhouette, Streamline and others could help get you close.

where do I find these apps, and are they expensive?

macromedia freehand also has an auto trace feature. the latest version, freehand mx, goes for US $399

Macromedia Flash also does a fine job at vectorizing photos.
