Adobe Photoshop can do all of that and more, but it requires some degree of familiarity with Photoshop and the use of color tones, contrast, brightness, etc.
But here's a link to a company that makes Plugins for Photoshop specifically for touching up photos. I'm sure you can use it with Photoshop Elements, Adobe's entry level Photoshop application.
