how to create torn edge effect on photos

I've searched high and low and can't find an answer to this, maybe I'm looking in the wrong places. I just want to created a torn edge effect on some photos. Any help would be appreciated.
I'd also like to create the rough black border that's common in B&W photos, if that's feasible. Sorry if I don't have the terminology, I'm new at this.
I'm using Photoshop Elements 2 but can access other software if need be.

i usually just scan real ones and adapt them to work on whatever pictures. when I get back home (might be a week or so) I can post some if you are still looking.

Thanks, although it's not a big deal, just something I wanted to try on a friend's photo. I thought it would be a built-in feature and a rather simple step, but I'm new at this.

there are plugins for photoshop you have to buy...
trying to remember name...
autoFX or something like that.

Yep, that's probably what I need. I'm still surprised that it's not a feature in PS - I thought it was a pretty common technique.

Many *common techniques* are really commmercial plugins. The basic filters in Photoshop and Elements are mainly the tools as a foundation for doing complex adjustments.
There are a few *whiz-bang* eye-candy plugins included, but that isn't one of them. Often the most creative/amazing effects are the result of careful planning and execution by someone who uses filters only to get to their desired result instead of using the filter AS the result.

Still amazes me that ppl think the computer just does all the work!
The rough black border your referring to is the edge of the negative holder that was exposed to the paper.
I've gotte okay results by making a thick black line, running the wind filter a few times, then some blurring, curve adjustment. It takes some time.
