Illustrator CS keyboard shortcuts missing? Huh?

When I open a new file in AI CS, my keyboard short cuts don't work. When I look at the keyboard short cuts preferences, there's nothing there. The default Adobe Illustrator ones are simiply missing. Is there a solution to this that someone could clue me in on? Thanks!
