I'm trying to find how to attach press information on the bottom of a press sheet. I have this press sheet in front of me that seems to be printed from Quark listing information such as file name, proof #, # of colors, approval information, etc.

I know this is done in prepress all the time, but for the life of me I can't figure out how to do it or what software is needed to do this. Would it be a function inherent in Quark?

This information is called a 'Slug'.

There are PlugIns that can automatically generate them for you (only Slugger (Quack) and SlugCubed (ID) spring to mind at the moment) or you can do it manually. Doing it manually means putting the information outside the document area and extending the bleed on output to include it.

InDesign CS has a useful function that lets you add a specified amount of slug to a document and include it on output with a single click.
