how to place a photo on a larger background ?

i want to upload a photo i scanned for printing. problem is, it's too wide so the preview always cuts off the edges. basically its not in standard proportion, its probably a 4"x7" photo.
anyways, i figure if i place a larger background on the photo, and have the photo sort of "framed" on this background, then the background will get cut, but not the photo.
any advice on how to try this in photoshop would be very appreciated!! thanks!

I'm not sure I understand.
A 4x7 picture should print just fine onto an 8.5x11 sheet. Sounds like you have something set to enlarge an image to fill the page when printing. Don't do that. Just have the image print at 100% and you should be fine.

Go the opposite direction and crop your photo to the right dimensions, maybe?
Or if you really want to build in a frame around your graphic, just play around with increasing the canvas size. That what your mean?

What software are you using?
What is the viewable size? If it is 300dpi at 4 x 7 for instance, it will be: 1200 w x 2100 h pixels (Portrait)
If in Fireworks for example: Increase the canvas size like this: If you want a 1/4" border to place a frame on, then add 1/2" to each dimension and make it a 5 x 8. Then you can just add a box that is the exact dimensions of your photo beneath it, add a stroke and print out your photo...
Sample: I put a 1/4" border around the picture, and left 1/4" of open space to show it better.

You are going to have to go to the stroke / options / advanced and then select 'outside' and then change the shape from round to square.

darn i wasnt getting email notifications to replies on my own thread!
that tip was great, but i'm using photoshop cs.
im tring to find what you said, or something similiar, but its tough. do you know where those options are in photoshop cs?

Not much different in CS.
Image > Image Size > 300dpi : 5" x 8"
This will leave a space of 1/2" around your photo, just like in my sample from Fireworks.
Now create a new layer, create a box 4" x 7", or 1200 x 2100 pixels, and add a stroke to it. Double-Click the layer, then apply a stroke to your desired size. You can then even add a drop shadow from that same box if you wish. It's easy.
If you are still having a hard time, I'll illustrate it for you.
