How do I create this effect in photoshop, it's as if someone cut out the letters "StarCraft" in black paper and shined a light through:

Nope, can't seem to get it this way... It definitely seems like a radial blur but I just can't get anything close to it. I tried creating two layers of the same text and using the second one to blur it, but it still doesn't look right, especially at the center.

that windows screen is making me sick, i would opt for the motion blur... if you have the font i could play wit it

Sorry I don't have that font. The font doesn't really matter though, you can use just any ol' font. But from what I've seen it's not possible to use motion blur to get this effect.

Here's what I tried ... Just take a look and tell me if it helps ... its not exactly the same thing, but I can tell you the procedure so that you can do it yourself.
To create the light rays background consult this tutorial ...
After creation of background, make a text layer and apply drop shadow, as your font is white as well as the light in the picture, then apply some operations to make it look like it actually is, for example, a little bit of outer glow, Color overlay, and bevel and embos with your desired settings.
Then duplicate this layer, now go back to the original layer and go to Select > Load Selection > and select the original layer (whatever you've named your layer). The layer would be selected, then go to Modify > Expand and expand it to 3-5 px. Now duplicate this layer three times, and apply motional blur on each layer at different angles, it would be quite appropriate if you apply motional blur at 90 deg and 0 deg and on the diagonals on the rest of the two layers.

Wow, thanks for that! While it doesn't look like the StarCraft picture, it still looks really cool and something that I might consider using for a logo I'm making. One question though, how are those diagonal bands achieved? They are like dark lines that are angled at 45 degrees; you can see one connected to the very bottom of the T at the end of StarCraf t.

Well, there's a lot more you can do, if you're doing something for a logo. I can do alot better if you want ... this is the result of gradient pattern, I actually used a gradient in Color overlay (a combination of Black and White)

Here's another , this design could be better for a logo. Although I didnt made it for some logo, I just made it for my desktop wallpaper
