ok... I know diddly squat about website design... all I wanna do is throw together a simple website for my earthlink acct to display a few portfolio pieces, and permit the download of my PDF resume.
I do not want to expend a ton of either money or effort.
Should I try to use GoLive (which I already own)?

Either GoLive or Dreamweaver will do an adequate job for what you need. The problem with relying only on WYSIWYG layout is you won't be able to fix any problems that will (almost definitely) arise. However, if you keep your design simple and clean, you can minimize the risk.

Not really true. Even as I'm moving towards more hand-coding, I still find myself primarily in GoLive for the site management, content addition and preview. You can write code, either in html or CSS in GoLive and see the changes update instantly in the layout. If you do have a problem, you can select the element in the layout, and the associated code will be highlighted in the code view. I find that useful. It does a pretty good job of checking syntax based on doctype, too.
There are cheaper solutions though, if you just want to throw up a few photos on a personal page. Freeway is supposed to be nice, and even Photoshop will generate html-based galleries, based on pre-defined templates. You could also get a dot mac account and do it all in iPhoto.
Edit: Just noticed you already own GoLive. The basics aren't too terribly tough, but I suggest avoiding their "Layout Grid" tool, as all it does is create mangled, complex tables. Make your own tables if you're going to use table-based layout.

Since the OP mentioned s/he knew diddly-squat about web design, I thought it was safe to assume that s/he wouldn't be writing any code, hence my caveat about relying on WYSIWYG layout.

Have a play with Skedit and cssedit and look on www.w3schools.com for info on the tags work.
I've very little web experience, and had tried go-live etc, but found them very hard to make things look good.
After downloading the two shareware apps above, and flicking through some pages on w3schools I put this site together in an hour or two...
