is there a way of stopping Google from taking copyright protected images from your own website and rebroadcasting them on their website without having to use flash?

Rebroadcasting? You mean offering thumbnails in their Google Image Search?

Read up on robots.txt.

as others have said, Google isn't taking the images, it's simply linking to them.

The robots.txt file will work for most... but you need to ask yourself... should you be placing images on your site that you don't want others to be able to view?

I don't condone stealing images, but at the same time, don't be surprised if you don't protect yourself and people do...

Amazing. I just realized google is actually indexing the robots.txt file.
The 4:th result in a google search for robots.txt is:
http://www.whitehouse.gov/robots.txt

So whitehouse, let's see what it is that you don't want us to see...

you have too much time if your trying to spend it keeping google from indexing yoru images. Prevent the image indexing on google will also result in google devalue-ing your entire domain name. They do this on purpose.
