If for example someone has a photo which has had a person's face covered with say a black bar added to it and saved as a JPG. Is it possible to remove this? Is the data of the original picture and thus the face still within the file, can it be restored? I am a newbie to photoshop, so please forgive me.

only .psd and/or .tif with layers saved file formats would have the orig pixels available in another layer in most every case.

in a jpeg, it is all going to be black pixels unless the black was applied partially transparent. The only computers that could turn black pixels back into a persons face are on TV.

To directly answer your question... No.

If it's a black bar in a jpg format, the information is gone.
