Hey i know i'm going to sound like bill cosby, but what is the name of the photoshop are with the paint splashes, and distotion effects with a photo that is still worked into the art. it's really popular now, and i just don't know what it's called. i can't find what it's called. i've tried grunge art and thats not it
just need a name or a tutorial on how to do it as well would be nice

Do you have an example. From that description I don't exactly know what you mean. Are you speaking of art similar to the iPod commercials?

Looks like your basic fantasy artwork. Basic Photoshopping of elements. Certainly not what I thought of in your first desription.

I would consider this a form of digital illustration. While it employs some basic "art" and technique, it tells a kind of story. Also, it doesn't stay within a consistent medium... In physical arts we usually call pieces with many different employments of media to exist within the realm of illustration.
Hope that makes you feel better 
I say this because art these days is going through a massive wake-up call. Granted, we have been trying to define "what is art" since the days we only had caves and different colored rocks...
