I am receiving .cdr files from several people (not specifically only working with windows). Most of them I can not open. They are clearly .cdr files. When I try to open them though, they give an error (unknown format). If I drag them to Corel Draw! in my dock it opens an empty, new file.

The problem must be in my Mac since I experience the problem a lot. Could it be that Corel Draw 11 needs a setting to make files of older versions compatible (which sounds ridiculous to me)? Could somebody give me some strong advice? I'm getting desperate with this program (it doesn't seem to have an extended list of settings).

Are you sure they aren't CorelDraw 12 or X3 files? Those are both more recent versions of CorelDraw and Windows-only. You might have to ask your suppliers to re-save the files to version 11 for compatibility.
