mp3 bitrate (conversion?) question

first, how low of a bitrate can i go and it still be as good as tape? 128? lower?
second, is there a program (shareware, freeware, apple ) that allows me to convert my 160 or 196 bitrate mp3's to a lower rate?

I Guess it depends on your ears or hearing. I wouldn't go below 160, Although I go for 190+.
In order to change the bit rate of an MP3 it first has to be decompressed back to aiff. Then you can re encode to MP3. Audio degredation should be expected. Trying to recompress an MP3 to an MP3 usually leads to larger files that suck.

If I decide to put some of my mp3 tracks from one folder to another and convert
them from 128 kbps to 320, will there be a better quality of sound or will it stay at 128  Thanx everyone

Lame supports batch conversion of audio files/formats, and many find that Lame encoded mp3s sound better than iTunes AACs using one of its default presets.

no, it will not sound better.
mp3 is a lossy format, meaning that it destroys data in compression.
The data is lost and will not be recovered by transcoding to any other format.

Hmmm...
192 KHz / 24-bit uncompressed, I reckon.
(whatever the bit rate is on that)
Laughs aside, just go with the lowest number your ears can cope with.
