Honestly, I don't think it is a feature that's built-in to Pagemaker. Be aware I've only used Pagemaker to open it up and print to a file when necessary.
What you want to do is fairly simple to do in Adobe Illustrator (an illustration program rather than a typesetting and layout application). In the past this was a difficult task. Since Illustrator came out it was fairly easy (I believe it was in version 3 back in 1990 or so).
Since then, there are other apps that can do this type of 'text following a path' feature. There is a program called Typestyler (sorry don't remember the company currently selling it) that does tons of canned text effects including what you'd like.
Once you create the text in the application that has this feature, you can place it in your Pagemaker document as an image. If anyone can prove me wrong in what Pagemaker can do on its own, please do.
BTW, you can download demo versions of Adobe Illustrator, and Macromedia Freehand and probably Corel Draw to do the text. Typestyler will be the easiest to get what you want without having to learn all about vector graphics (think EPS files).
