I'm looking for a photoshop plug in or filter, or software that gives a needlework or cross stitch effect to a photo, making the image look like a piece of tapestry. Any ideas?

The old Xaos Tools probably would have done a fine job of what you describe — but it is no longer available and no longer runs on current versions of Photoshop. The new KPT Effects "Scatter" filter might also do the job but at $200US it's not worth the investment.
An alternative may be to use the mosaic filter to make the image look as though it was made out of large blocks. Add a layer mask to that image consisting of a repeating pattern of X's (each X being no larger than a single mosaic square) and then apply bevel and dropshadow styles to the layer to give it a bit of dimension.
