Seeing the Illustrator version made me think of this.. I stumbled on this combination one day, and it seems to work pretty well. Pretty versatile, too.

It's all layer effects, so it'll work with other elements aside from text.

From most of the layers I can see how it's done. The only thing I can't figure is what filter(s) you used on the text.
Then again I'm still chugging away on Photoshop 5.0.2 here

Look at all the layer effects that were applied to the text. If you don't see the layer effects in your layers palette (a small 'f' to the right of the layer name) it may not have been in 5, but in 5.5 and later. In that case it simply would render out the effect on import.
I think you should be able to see them. There are several applied to get the effect.

I don't want to be mean but... eeeeew... it looks like specks of black crap is on it now...Sorry... also... to iTomato.. the blue is alot more intense..

Um, yeah.. The blue is a lot more intense. It's the wrong shade. However, since they are layer effects, you can use whatever color you want, and whatever font you want. That's the beauty of it.
I have to agree about the black spots. I haven't looked the changes you made erik, but something doesn't look right, if you were trying to add shine. It just looks blurry.

I found a description of how to acheive the effect using many more steps, but can be applicable to any text or object.
For those who use Photoshop regularly, it should be straight-forward. There are a bunch of techniques used to get this effect that may or may not be well known.
