Try the Gimp. Perfect for the web, since it only does RGB. It doesn't carry a cost, but is tricky to install. macgimp. org used to have a .pkg installer that installed Xwindows and everything for you, so that helped. I got that off versiontracker.
However, I've since used fink.
Both require hefty internet requirements, and the latter requires using the terminal.
The program, though, is huge and cool. It does whatever you'd expect from Photoshop, but differently.
gimp.org has links to tutorials.

Oh yeah, there is also Photoline (http://www.pl32.com/)
It is not free, but its cheap, and remarkably powerful. Its like using Photoshop 4, so its pretty amazing.
Upping the cost a little more, there is Tiffany (http://www.caffeinesoft.com/products/tiffany/), Another totally cool program.
If I am not mistaken, this one is a holdover from the NEXT days, so it's a seasoned and mature image editor.
Both have reasonable demos.

A "legal" way of doing down-and-dirty web sites 101:
1) Download the free Photoshop trial version.
2) Do your magic on the image you want.
3) Do a screen capture
4) Open the screen capture using GraphicConverter.
5) Crop the image to where you want, do a SAVE AS and there you go!
Basically you have the power of Photoshop but it will cost you in time and features.
The only downside is Photoshop has VERY powerful compression when dealing with jpeg and gif images, but GraphicConverter isn't very far behind.
