Internet Connect doohicky on Desktop?

My girlfriend and I were playing around with her iBook, and new icons for dock icons, and she opened up Internet Connect, and the following ( http://www.computeraddictions.com.au...et_connect.jpg ) appeared - it changes when the VPN is connected/disconnected. We made it go away by changing the desktop, but I've got no idea how it come up, and I've never seen a setting for that in my life.

I'm still a bit drunk from NYE celebrations, and maybe this is a really stupid question, and it's obvious as hell, but what the?

Can somebody confirm that they have seen this, or that they've never seen this, or know what it is / how it came up?
