OK say I accidentally saved over a file in Photoshop... journaled file system means that the file system keeps a track of what that file used to be right... any idea if I could recover it... or am I misunderstanding what a journaled file system Means?

AFAIK you are misunderstanding what a journalled file system is. Come to think of it I'm not 100% sure what it is myself

Is it not reasonable to anticipate that our understanding of the human mind would be aided greatly by knowing the purpose for which it was designed?

It's not a redundant system so that you have 2 copies of your file system, so deleting your file is deleting it. Get Norton System Works for that. Or use Data Rescue X to scan the HD.
All journalling does is keeps crashes from screwing up data that it's currently accessing so the crash itself doesn't do damage.

Like I said, Data Rescue X. Very good software and will likely be able to recover your file.
